1) Organizational and Professional Development Specialist



Parliament Assistance Program in Azerbaijan

DAI seeks an Organizational and Professional Development Specialist to support a USAID-funded multi-year project to strengthen the Azerbaijani National Assembly (Milli Mejlis). The Parliamentary Assistance Program is intended to improve the skills and knowledge of parliamentary staff, help Members of Parliament to speak from an informed perspective on matters of interest to constituents, and foster an environment where significant public participation and meaningful separation of powers will evolve.



The individual will be responsible for the provision of direct, tailored, technical services to the Azeri parliamentary staff in order to improve National Assembly operations and procedures. Additionally, he or she will provide recommendations for parliamentary staff selected for training, provide assistance in reorganizing existing staff and integrating them into a larger parliamentary civil service team



Tasks include:



Evaluate and measure the capacity, organization and work distribution of parliamentary committees and analytical units;
Provide technical assistance to improve systems for recruiting, human resource management, strategic planning and budgeting;
Deliver training in one or more of the following areas; management and information systems, leadership skills, financial and administrative management;
Provide advice and assistance to the Office of the General Secretary of the Milli Mejlis institutional organization, financial management and professional development;
Identify and coordinate related technical assistance and training opportunities for international short-term experts.


Qualifications: The candidate will have at least three years experience in public sector management. Expertise in human resource or organizational management a plus. A University degree is required, an advanced degree in political science, law, management or finance is preferred. Fluent English and Azeri and/or Russian is required.

2) Advocacy Specialist

DAI seeks an Advocacy Specialist to support a USAID-funded multi-year project to strengthen the Azerbaijani National Assembly. The Parliamentary Assistance Program is intended to improve the skills and knowledge of parliamentary staff, help Members of Parliament to speak from an informed perspective on matters of interest to constituents, and foster an environment where significant public participation and meaningful separation of powers will evolve within a system of checks and balances.



Potential Tasks include:

Identify as partners local community organizations, national non-profit organizations, think tanks, business associations and private sector entities that may contribute to an improved policy agenda in key Commissions;
Conduct training programs to improve advocacy skills and techniques of organizations to identify policy issues, conduct town meetings, develop communication strategies, and draft legislation;
Identify and coordinate related technical assistance and training opportunities for international short-term experts.


Qualifications: The candidate will have at least five years experience in developing public awareness and advocacy campaigns, targeted toward Parliament and/or the Government, and with the media. Solid training skills and ability to build networks required. Knowledge or experience with the work of parliamentary commissions is a plus.

3) Parliamentary Training Specialist

DAI seeks a Parliamentary Training Specialist to support a USAID-funded multi-year project to strengthen the Azerbaijani National Assembly (Milli Mejlis). The Parliamentary Assistance Program is intended to improve the skills and knowledge of parliamentary staff, help Members of Parliament to speak from an informed perspective on matters of interest to constituents, and foster an environment where significant public participation and meaningful separation of powers will evolve within a system of checks and balances.



The individual will be responsible for working with the National Assembly on providing customized training to build develop the skills of Members of Parliament and parliamentary staff. The work will include organizing training programs to be led by Azerbaijan and international experts in the following areas: legislative research techniques; parliamentary procedure, committee work, ethics/codes of conduct, constitutional reform, and legislative drafting.



Tasks include:



Provide customized direct technical assistance and services to strengthen the capacity of Members of Parliament and staff to conduct parliamentary business in a professional, transparent and ethical manner;
Deliver training in one or more of the following areas; public relations and advocacy, bipartisanship and teamwork, conflict mitigation and resolution, and leadership training;
Focus on strategies that promote of women and disadvantaged groups in building technical and organizational capacity;
Identify and coordinate related technical assistance and training opportunities for international short-term experts.


Qualifications: The candidate will have at least three years experience in working with parliamentary committees, as a staff member of parliament, as a policy/advocacy expert and/or as a staff member of related government ministries. A University degree is required; an advanced degree in political science, law, management or finance is preferred. Fluent English and Azeri and/or Russian is required.
