ANOTHER PROVOCATION AGAINST YOUNG ACTIVISTS
Appeal to Respect Law and Ensure Citizens’ Safety!

On July 08 at around 20.00 p.m. two athletic-type young men with a “Why are you criticizing the authorities?” question on their lips assaulted Adnan Hajizade and Emin Milli (Abdullayev), activists of a youth movement, in “Lebanisit Tavern”, inflicting serious bodily injuries on them.
As the assaulters were beating up Hajizade and Abdullayev, their friends ran to Police Station № 39 of Sabail Police Department.
The police station reacted with “This district is not attached to our station”.
For all that, the police came to the spot later on and took the assaulters and the injured to Sabail District Police Department.It was the Department that outraged the law:
1. Injured Adnan Hajizade and Emin Abdullayev were not given medical care!!!
2. The police were supposed to arrange a medical examination for the injured and document the traumas inflicted. Instead, Sabail District Police Department did its utmost to prevent doctors from reaching the injured.
3. Contrary to law (!), Investigator Ziya Aliyev did not allow lawyer Isakhan Ashurov to Adnan Hajizade
4. At around 3 o’clock night the injured were taken in handcuffs (!) to Police Station № 37 of Khatai District.
5. The injured were detained without legal grounds involving most blatant violations of international and national law.
Beginning from 01.40 through 02 .50 a.m. on July 09, I telephoned:- The Office for Police Standby Units with Internal Ministry (tel: 590 94 31) In reply to my request to help put an end to numerous violations of the law by Sabail District Police Department, officer on duty Malik Yusifov answered that this issue was beyond their competence.- “hot-line” officer on duty with Internal Ministry (tel: 102) Captain Samir Gurbanov demonstrated a full disregard of a policeman’s duty having in fact ignored my appeal on violations of the law and human rights by the police investigator.The assault on the youth movement activists could have been treated as a mere hooliganism, should the assaulter-ruffians been not warden by the police and should Sabail District Police Department have not violated the above mentioned legislation, including the Law on Police.
Mr. Minister, the final word rests with you!Criminal prosecution of the assaulters, punishment of the police officers-violators of the law and the immediate release of beaten up Adnan Hajizade and Emin Abdullayev from custody will prove a thesis of President Ilham Aliyev about the police on the watch over the law.

BAKU/10.07.09/TURAN: Youth activists Emin Milli (Abdullayev) and Adnan Hajizade were found guilty of hooliganism and accused under the Article 222.1 in accordance with decision passed late evening on Friday by the Judge of Sabail Court Rauf Ahmedov. Young people will be under arrest in the jail of Baku Police. Numerous friends of the detained and journalists accepted the sentence passed by the judge by singing the hymn of Azerbaijan and crying out “Azadlig!” (freedom.)
"The decision is absolutely illegal and we will appeal," the lawyer Isakhan Ashurov said. He said that court found Vusal Mamedov and Babek Huseynov who had beaten Hajizade and Milli as sufferers.
The trial was held in close regime, journalists and diplomats were not admitted to the hall. Ombudsman of Germany Gunter Nooke who had arrived in Baku yesterday, also was not admitted to the trial. Prior to the trial Nooke managed to talk to the chairwoman of the trial Gulzar Rzayeva, but that was all he managed.
" Chairman of trial told me that the trial will be closed in accordance with procedure code. I did not expect to such things here. I told Rzayeva that it was probably a provocation against young people. The matter will be discussed on the international level and will cause damage to Azerbaijan’s image," Nooke said.
Lawyer Isakhan Ashurov told that he had challenged against the makeup of court because of the decision to hold a close trail, but his
challenge was rejected.
Adnan Hajizade and Emin Milli were attacked on July 3 evening in “Lebanese” cafe in the center of Baku. However, police detained them and accused of hooliganism. Democratic publicity is sure that Hajizadeh and Milli have been arrested for the creation of youth network in Internet. -16С-

BAKU/10.07.09/TURAN: Special representative of EU to South Caucasus Peter Semnebi is having talks with officials in Baku about the fate of youth activists Adnan Hajizade and Emin Milli, Turan was told by well-informed diplomatic source.
The same source reported that the question will be brought up before the President Ilham Aliyev during his visit to London which will begin on Monday. -02B-
