Turkey announces major cabinet reshuffle, including new FM (http://www.hurriyet.com.tr/english/domestic/11559589.asp?gid=243)

ISTANBUL - Turkish Prime Minister Tayyip Erdogan announced Friday a major Cabinet reshuffle, in which changes were made to nine top posts, including the Foreign Ministry. (UPDATED)

Erdogan presented a list of new ministers as part of the Cabinet revision to President Abdullah Gul, who approved the changes ahead of a news conference held at the Prime Ministry in the Turkish capital of Ankara (http://www.hurriyet.com.tr/index/Ankara/).

One major change was the appointment of Ahmet Davutoglu, Erdogan's chief foreign policy advisor, as foreign minister, replacing Ali Babacan (http://www.hurriyet.com.tr/index/Ali_Babacan/), who became deputy prime minister responsible for the economy.

Davutoglu, whose appointment marks a rare phenomenon in Turkish politics as an official joining the Cabinet without being a parliament member, mediated several rounds of indirect talks between Syria and Israel last year.

The former academic is also notably known for heading the Turkish delegation that shuttled between Israel and the radical Palestinian movement Hamas (http://www.hurriyet.com.tr/index/Hamas/) in January as part of international efforts to secure a ceasefire.

"Professor Davutoglu has been involved in intensive diplomatic activity... and I believe his experience makes him a valuable person for this job," Erdogan told members of the members.

CHANGES FOR STRONGER ECONOMY
Erdogan also explained that Babacan would now be responsible for all economic and financial institutions as well as state banks, stressing the need for a management by a single hand in times of economic difficulty.

"We wanted to be much more powerful and to have a single hand manage the economy," he said.

Babacan will replace Economy Minister Mehmet Simsek, returning to the post he left in 2007.

Simsek was appointed to replace Finance Minister Kemal Unakitan, who suffered a bout of ill health earlier this year.

In another significant change, former parliament speaker Bulent Arinc became the second of the three deputy prime ministers.

Eight ministers, those of justice, finance, energy, education, housing, industry, trade and housing, lost their posts.

Ten ministers, including Cemil Cicek, deputy prime minister and government spokesman, remained in their posts.

The new Cabinet has 27 members, including the prime minister, one more than the outgoing one.

Erdogan praised the outgoing ministers and said he would not become involved debates over the rights or wrongs doings of any former members of the Cabinet

Prezident Abdullah Gül təsdiq etdikdən sonra Rəcəb Tayyib Ərdoğan yeni kabinetin tərkibini açıqlamışdır. Dövlət nazirləri Cəmil Çiçək, Məhməd Aydın, Egemen Bağış, milli müdafiə naziri Vəcdi Gönül, daxili işlər naziri Bəşir Atalay, səhiyyə naziri Rəcəb Akdağ, nəqliyyat və kommunikasiya naziri Binəli Yıldırım, kənd təsərrüfatı naziri Mehdi Əkər, mədəniyyət və turizm naziri Ərtoğrul Günay və ətraf mühitin mühafizəsi naziri Veysəl Eroğlu vəzifələrində qalmışlar.
Əhməd Davudoğlu xarici işlər naziri təyin edilmişdir. Əli Babacan isə yenidən xəzinə üzrə dövlət naziri təyin olunmuşdur. Qadın və uşaq problemləri üzrə dövlət naziri Nemət Çubukçu isə milli təhsil naziri kimi fəaliyyətə başlamışdır. Dövlət naziri postuna isə Səlma Kavaf təyin edilmişdir. İstefaya göndərilən maliyyə naziri Kamal Unakıtanı dövlət naziri Məhmət Şimşək əvəz edəcəkdir. Sadullah Ərgin yeni ədliyyə, Ömər Duncər əmək və əhalinin sosial müdafiəsi, Taner Yıldız isə enerji və təbii ehtiyatlar naziri olmuşlar. Məhmət Əli Şahin, Hilmi Gülər, Hüseyn Çəlik, Murad Başəsgioğlu, Kürşad Tuzmen yeni kabinetdə təmsil olunmayıblar.

Хм. Если бы его "ушли" из правительства, я бы понял. Но ему дали другой не менее важный пост. Но все равно понятно, что-то не так.
Нет, такие игры ведутся очень тонко. Замена - есть главный месаж другим игрокам. Либо замена очень сильная особа, либо она нейтральная. В данном случае, и учитывая опыт работы Давутоглы в палестино-израильском + в сирийском направлениях, то этот человек заранее знает на что идет. Короче, заменили фигуру в НУЖНЫЙ момент.

В данном случае, и учитывая опыт работы Давутоглы в палестино-израильском + в сирийском направлениях, то этот человек заранее знает на что идет. Короче, заменили фигуру в НУЖНЫЙ момент.

Турция активизирует ближневосточное направление своей политики - арабо-израильский конфликт, Ирак, возможно - Иран.

Я думаю, что одним из условий спасения Армении был большой антикризисный кредит для Турции. Видимо, он уже утверждён, теперь Бабаджан перемещается на освоение кредита, а Давутоглу уходит "челночить" между Москвой, Баку и Ереваном.

Профессор Ахмет Давутоглу родился в 1959 г. в Конье, политолог, до назначения 1 мая 2009 год а министром иностранных дел был главным советником к премьер-министра.
Окончил İstanbul Erkek Lisesi филиал Deutsche Auslandsschule (Немецкая интернациональная школа), экономический и политический факультет университета Boğaziçi (Стамбул). Магистр государственного управления и доктор политических наук и международных университета Boğaziçi.
Председателем отделения международных отношений в университета Beykent (Стамбул).
Имеет с 17 января 2003 года статус посла согласно совместному решению президента Ахмета Недждета Сезера и премьер-министра Абдуллы Гюля.
Один из ведущих участников челночной дипломатии по урегулированию конфликта в секторе Газа (2008 г.).
Его книги очень популярны среди политологов Турции. во внешней политике Давутоглу очень влиятелен в военных, научных и правительственных кругах.

ANKARA: Turkey’s new foreign minister Ahmet Davutoglu, a long-time adviser to the prime minister, is credited with being the architect of the country’s increasingly active role in the Middle East.
Though he avoids the limelight and rarely speaks to the media, Davutoglu has been highly influential in shaping the country’s new foreign policy vision.
This new policy aspires to a pivotal role for Turkey as a mediator in conflicts in the Middle East, a large part of which was ruled for centuries by Ottoman Turks, until World War I.
The appointment of this soft-spoken former academic as foreign minister in a major cabinet reshuffle yesterday marks a rare phenomenon in Turkish politics: an official joining the cabinet without being a parliament member.
Davutoglu, 50, led the Turkish team that shuttled between Israel and the radical Palestinian movement Hamas in January as part of international efforts to get a ceasefire. He is also known to be among the prime movers of Turkish-mediated indirect peace talks between Israel and Syria,
But they were shelved after four rounds following Israel’s bloody offensive against the Hamas-controlled Gaza Strip in late December.
When Turkey launched a cross-border military operation against Kurdish rebel bases in neighbouring Iraq last year, it was again Davutoglu who led a Turkish delegation that travelled to Baghdad to soothe Iraqi protests. For critics, Davutoglu’s vision reflects “neo-Ottoman” ambitions by the ruling Islamist-rooted Justice and Development Party.
They argue that this policy focuses on former Ottoman territories and on improving ties with Muslim countries at the expense of secular Turkey’s traditional pro-Western orientation. Davutoglu has dismissed accusations that the country—a NATO member and a candidate for European Union membership—is shifting away from the West, arguing instead for an integrated foreign policy. “Turkey cannot prioritize its relations with the East or the West,” the Turkish Weekly, an Internet news site, quoted him as saying in January.

ISTANBUL - Ahmet Davutoğlu, the government’s key figure on Middle East policy, dismissed claims yesterday that Turkey is drifting apart from the Western bloc.

"Turkey cannot prioritize its relations with the East or the West," said Ahmet Davutoğlu, chief advisor to the prime minister, at a press conference in Istanbul (http://www.hurriyet.com.tr/index/istanbul/). Some perceived Turkish support for Hamas (http://www.hurriyet.com.tr/index/Hamas/) during the Israeli attack on Gaza as Turkey drifting toward a more Middle East- and Islamic-oriented policy.

"Turkey has to follow an integrated foreign policy. It cannot have priority with the EU at the expense of its relations with the Middle East, the Caucasus or the Balkans, or vice versa," said Davutoğlu. "The deeper its EU perspective, the bigger its influence in the Middle East will be. The bigger its weight on the Middle East, the more influential Turkey will be within the EU."

Davutoğlu also dismissed criticism that Turkey's policy during the latest crisis was one-sided, that it is in support of Hamas (http://www.hurriyet.com.tr/index/Hamas/). "We have not based our whole policy on Hamas (http://www.hurriyet.com.tr/index/Hamas/). We have a policy taking Hamas (http://www.hurriyet.com.tr/index/Hamas/) into account," he said.

Davutoğlu justified Prime Minister Recep Tayyip Erdoğan (http://www.hurriyet.com.tr/index/recep_tayyip_erdo%C4%9Fan/)’s harsh criticism of Israel as a necessity in voicing the conscience of the region. "Turkey is not against the people of Israel. But Turkey will voice its criticism if the wrong policies are pursued. A country’s leader cannot remain silent in the face of wrong policies," he said.

"If there has been dual cease-fire declared in Gaza, this is thanks to the efforts of Turkey," said Davutoğlu, who has been doing shuttle diplomacy in the region.

No competition with Egypt

According to Davutoğlu there cannot be a solution in Gaza without the participation of Egypt. "Therefore we are not in competition with Egypt," said Davutoğlu, dismissing claims that Turkey has been trying to steal the spotlight from Egypt. Arguing that there also cannot be a solution in the region without the participation of Syria, Davutoğlu said Turkey has the confidence of both countries, which have tense relations.

Turkey will continue its efforts to maintain the sustainability of the cease-fire, said Davutoğlu, adding that Turkey has offered both sides a roadmap. It included assuring the withdrawal of Israeli soldiers, opening the corridor for humanitarian aid, giving impetus to national reconciliation among Palestinians and the withdrawal of the embargo.

Бабаджана все-таки же оставили в правительстве и поручили руководить как я понимаю не менее важный пост.

Бабаджан наломал немало дров. Сняли вовремя. Всё шло к худшему.
Крепыш с обаятельной улыбкой оказался не на своём месте.
